SUMMARY
OF MARCH 22, 2005, MEETING WITH FPL ENERGY SEABROOK, LLC, REGARDING IMPLEMENTATION OF TECHNICAL SPECIFICATION 3/4.8.1.1 (TAC NO. MC6244)
On March 22, 2005, a Category 1 public meeting was held between the Nuclear Regulatory Commission (NRC) and representatives of FPL Energy Seabrook, LLC (FPLE), the licensee for Seabrook Station, Unit No. 1 (Seabrook) in room 8-B4 at the NRC Headquarters, Rockville, Maryland. The purpose of the meeting was to discuss the licensees implementation of Seabrook Technical Specification (TS) 3/4.8.1.1, AC Sources. The issue, which was first identified by the NRC resident inspector staff, involved determining when the configuration of the plant is considered to be in compliance with Limiting Condition of Operation (LCO) 3.8.1.1.a that requires two physically-independent circuits between the offsite transmission network and the onsite Class 1E electrical distribution system.
The NRC opened the meeting (see Enclosure 1), followed by a presentation by representatives of FPLE on what FPLEs approach has been to the implementation of Seabrook TS 3/4.8.1.1 (see Enclosure 2). As part of its presentation, FPLE referred to supporting information such as engineering evaluations and Title 10 of the Code of Federal Regulations Section 50.59 evaluations. This additional information is provided in Enclosure 3. At the conclusion of the FPLE presentation, the NRC noted its disagreement with the FPLE approach and restated its position that with one or more circuit breakers from the switchyard to the onsite Class 1E electrical distribution system out of service, the associated action statement for LCO 3.8.1.1.a must be entered.
Subsequently, FPLE presented possible solutions it was considering to resolve this issue. The NRC noted that there were potential problems associated with some of these FPLE solutions.
As a result of the discussions in this meeting regarding FPLEs implementation of Seabrook TS 3/4.8.1.1, FPLE indicated its intention to submit a license application requesting approval to increase the allowed outage time for an inoperable circuit breaker feeding the onsite Class 1E electrical distribution system.
FPL Energy Seabrook, LLC No members of the public were in attendance and, as such, no comments were received. No public meeting feedback forms were received.
