NRC From: Concerned PBNP Employee This message is from a long-time Wisconsin Energy staff member of the Point Beach Nuclear Plant. It Is being sent anonymously because of fear of retaliation by Nuclear Management Company leadership.

Point Beach's present over emphasis on back-log reduction and arbitrary Tlexcellence plan" Items significantly reducing the plant stafs ability to identify, evaluate, and resolve safety Issues. Important evaluations and work are not be performed due to fear punishment following extension of corrective action due dates. Items are being closed without being thoroughly completed. There Is a "chilling effect" at the plant at this time. It is widespread, very serious, and not improving.

More Importantly, staff here cannot admit to the performance of human errors.

The slightest human error will result in severe punishment. Consequently, things are not being reported. The corrective action program is therefore not being used and is not effective.

This message has been communicated to NMC management many times in the past.
