Point Beach Unit 1 RPV Bottom Head Repair Issue Just wanted to touch base with you all on our conclusions regarding the Point Beach RPV bottom head repair issue that arose late yesterday afternoon. Our Senior ISI inspector, Mel Holmberg, reviewed associated records and discussed the issue with the licensee while on site today. He subsequently discussed the issue with Terrance Chan in NRR.

Conclusion:==
Contrary to what the licensee's condition report author believed, the ASME code does not require periodic volumetric exams of these repairs. The exams would only be required if the repairs were inside the RPV beltline region, which the repairs are not. (Distinction is made because of the increased concern with neutron flux embrittlement in the beltline region.) The format of this part of the ASME code is somewhat confusing, making it clear why someone could misinterpret it. Also, the records indicate that these were ASME Section III repairs made by the fabricator, and hence one would expect the associated ASME code requirements would have been followed, such as post-weld heat treatment. Therefore, we do not believe that there is an impact on safety.
