Sensitive Allegation Material DearL. 3 I am an Allegations Coordinator at the NRC's Headquarters Office In Rockville, Maryland, and I am In receipt of the concerns which you transmitted to the NRC Allegation staff on March 21, 2004. Mr. Jim Heller, Region IlIl Office Allegation Coordinator took initial responsibility for your concerns and referred the concerns to NMC for its response. The Initial NMC response to RIII was not as comprehensive as our Region IlIl staff had requested; consequently, the communications between NMC and the RIII staff are currently still ongoing. However, Mr. Heller'also transferred the concerns to our Headquarters allegation staff so that the Headquarters Division of Engineering and appropriate reactor systems personnel can also be Involved and to coordinate all of the planned actions.

Therefore, I would like to schedule a telephone conversation between you, our technical staff, Point Beach Project Manager and me on Tuesday afternoon, June 1, 2004. The purpose of the call Isto obtain a better understanding of your specific concerns and also allow you to discuss the Issues with the Headquarters technical staff. If that Is acceptable to you, could you please e-'mail me at lil @ Onrc.aov and also cc: Greg Cwalina at acc:nrc.gov and please identify 2 or 3 different 1-hour time periods (EST),

for Tuesday afternoon that would fit your schedule and hopefully our schedules. I will then set up a toll-free telephone bridge circuit which you can call Into on Tuesday., from any telephone.

Your concerns will be processed Inaccordance with our allegauon management system and your Identity will not be released to NMC or other entities, with the exception of NRC staff on a need-to-know basis.
