PUBLIC MEETING ON MARCH 14, 2005, TO DISCUSS LICENSEE PROGRESS IN ADDRESSING CONFIRMATORY ACTION LETTER COMMITMENTS AT THE POINT BEACH NUCLEAR PLANT
Dear Mr. Koehl:
This letter refers to the public meeting conducted on March 14, 2005, in Two Creeks, Wisconsin. The purpose of the meeting was to discuss, in detail, your progress in meeting the commitments made by the Nuclear Management Company (NMC), as documented in the Confirmatory Action Letter (CAL), dated April 21, 2004.
At the meeting, NMC representatives stated that progress had been made on meeting the CAL commitments but that challenges exist. You and your staff provided a detailed overview of results, progress, and challenges within its nine focus areas, which are:
Human Performance Corrective Action Program Emergency Preparedness Oversight and Assessment Engineering Organizational Effectiveness Configuration Management Management Effectiveness Equipment Reliability Training Organizational Effectiveness NMC representatives stated that 121 of the 143 CAL Action Plan items were complete and most of the remaining items would be completed by the end of the 2nd quarter of 2005. Several accomplishments were highlighted related to the CAL:
reduction to 0 of the number of completed modifications open greater than 90 days; an increase of the average days to reset of the station human performance clock from 28 to 73 days; reduction of the number of 10 CFR 50.65 maintenance rule (a)(1) systems from 13 to 7;
D. Koehl and, completion by the emergency preparedness staff of 104 of 123 qualification sign-offs.
You and your staff also described what challenges (if any) remained to be addressed in each of their nine focus areas. One CAL commitment discussed involved the remaining work necessary to complete an extensive upgrade to the stations safety-related calculations. The completion of this commitment will require a revised completion date which will be requested in a letter to the NRC later this month. NMC representatives stated that the revised commitment completion schedule would run the project out into 2006.
During a discussion of Emergency Preparedness program improvements and a revised Emergency Action Level (EAL) scheme submittal currently under NRC review, NRC officials questioned the licensees use in the submittal of generic terms for plant buildings versus actual site-specific terms. NMC representatives responded that the use of generic terms was an effort to provide consistency in the EAL submittals for all NMC sites. NRC officials stated that questions from the completed review of the EAL submittal would be provided to the licensee around the end of March and that the NRC would focus efforts on a timely approval of the submittal once NMC responds to the questions. NMC representatives added that one other program change was also being evaluated in accordance with 10 CFR 50.54(q).
All other commitments were described as being on schedule for completion as detailed in the CAL.
NMC representatives also discussed several other major activities being conducted in 2005, which included the Units 1 and 2 refueling outages (with reactor vessel head replacements) and renewal of the operations training program accreditation. Recent management changes at the facility were discussed, specifically the hiring of a new Plant Manager in January and the appointment of a new Operations Manager in early March. Also of note, NMC representatives stated that it was recognized that the upcoming April 2005 Unit 2 refueling outage would serve as an opportunity to demonstrate sustained performance improvement in many of the CAL areas of concern.
Mr. Reynolds of the NRC concluded the meeting with an acknowledgment of the information provided by you, Mr. Doug Cooper, and other NMC representatives. Mr. Reynolds emphasized the importance of the successful completion of the two refueling outages and the remaining CAL items and thanked you and your staff for their openness and candor during the meeting.
A listing of principal NMC and NRC meeting attendees and a copy of the handout provided by NMC at the meeting are enclosed as Enclosures 1 and 2, respectively, to this letter.
