Dear Mr. E. James Ferland:

Mother Knows Best When I visited my mother last month, she told me that she was worried that Public Service would have to cut back on her stock dividends because they did not do sufficient maintenance on their Hope Creek nuclear plant. I didn't think that mom knew what she was talking about until I started to think about the Hope Creek information I had mainly read on the NRC website. Then, I had to agree with her (about the maintenance).

So, I guess a question is, if an 85 year old woman living 100 miles away can tell that something is wrong, why couldn't those people you had there on site say something?

Or, maybe they did say something. Did you have anybody that would listen?

My Thoughts Your worst problem is not safety culture at Hope Creek. In my opinion, your worst Hope Creek problem is persistent shaking (vibration) of containment piping.

Perhaps it would be beneficial for the Board of Directors itself to hire some completely uninvolved company to study the piping vibration and determine, among other things, that the installed pipe supports/restraints conform to original design specifications and have been appropriately adjusted and maintained. Also, that the initial design was sufficient. The cause of any vibration found to be excessive would need to be determined as well.
