Dear Mr. Spano:
I am writing in response to your letter dated February 7, 2005 and our telephone conversation on February 9, 2005, regarding the siren system used for emergency notification of the public in the vicinity of the Indian Point Energy Center. In your letter you expressed a number of concerns about the siren systems design and performance, including the siren monitoring system, reporting requirements for siren failures, and backup power sources for sirens. I also understand that you are concerned about the impacts that siren failures could have on county resources needed for route alerting and the capability to promptly notify the public in case of an emergency at Indian Point.
As we agreed, we will meet with you on April 20, 2005, to discuss your specific concerns and to facilitate resolution or clarification of these issues, as appropriate. As discussed with your staff, Rockland County Executive C. Scott Vanderhoef has also raised concerns about the offsite notifications systems and he has agreed to join us in this discussion. Since the Federal Emergency Management Agency has the lead for offsite emergency preparedness issues, I have also asked a representative of their Region II office to join us. I look forward to a productive dialogue with you on these important topics.
