Center for Excellence in Nuclear Technology, Engineering, andResearch Feb. 23, 2005 Document Control Desk U.S. Nuclear Regulatory Commission Washington DC 20555 RE: Response for the Request for Additional Information - amending the license holding of U-235 I am following- up on a request to amend license number R126 (Docket number 50-407) dated Dec. 5 1997. The request is to change the holding of Uranium 235 from 4.9 kgs of U-235 to 7.5 kg of U-235 (24 mCi, 8.6 x 108 Bq).

Items identified for clarification.

1. Describe the purpose for the increased uranium 235 possession limit.

The purpose of changing the limit is in preparation to up rate in power, and in anticipation of receiving fuel of a higher weight percent (still LEU).

2. Compare the configuration and condition of the "30 slightly irradiated TRIGA fuel elements" to those currently in possession.

The slightly irradiated elements are no longer available. All fuel sought will be new stainless steel clad. By comparison, the fuel currently held contains aluminum clad and stainless clad donated to the University of Utah with as much as 10% burn up.

3. Provide verification that all possession of uranium is in the form of low enriched uranium. All fuel possessed by the University of Utah is low enriched fuel.

4. Describe the amounts and configuration of the increased plutonium components.

Describe the purpose of these components as they relate to reactor operations or utilization. The University broad-form license is no longer interested in transferring the dosimetry foils. We do not anticipate increasing the plutonium holdings of the federal license.
