SUMMARY
OF FEBRUARY 24, 2005, MEETING WITH FLORIDA POWER &
LIGHT COMPANY REGARDING A PENDING FEEDWATER CONTROL AMENDMENT REQUEST On February 24, 2005, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of the Florida Power & Light Company (FPL) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland.
The purpose of the meeting was to allow FPL the opportunity to present information to the NRC staff related to a pending license amendment request for a modification to the feedwater control system at Turkey Point Units 3 and 4. A list of attendees is provided as Attachment 1.
FPL requested the meeting, which was open to the public as stated in the meeting notice dated February 10, 2005 [ADAMS Accession No. ML050410515], but members of the public were not in attendance. Public Meeting Feedback forms were received from the meeting participants.
Comments received were generally favorable. These have been forwarded to the Office of Nuclear Reactor Regulation Senior Communications Analyst who will forward them to the Office of the Executive Director for Operations.
FPL presented the information contained in Attachment 2. This information gave the NRC staff an overview of the pending license amendment and its technical basis. Additionally, FPL gave a brief overview of its Life Cycle Management Program, whose objective is to deal with obsolescence of components and systems at Turkey Point and St. Lucie. As part of this program overview, FPL described some modifications and replacements planned for Turkey Point. These modifications and replacements are planned by the licensee to be performed under the provision of Title 10 Code of Federal Regulations (10 CFR), Section 50.59.
The NRC staff queried the licensee about various details of the presentation related to the pending amendment and the modifications planned under 10 CFR 50.59. Specifically, the NRC staff expressed concerns regarding the appropriateness of the provision of 10 CFR 50.59 to the modifications and replacements planned for Turkey Point. Additionally, the NRC staff questioned the licensee regarding the relation of the pending amendment with the Instrumentation, Systems, and Automation Society of America (ISA) Standard, ISA-S67.04-1994, Setpoints for Nuclear Safety-Related Instrumentation, ISA 67.04, Part 2 Method 3.
