Fire Protection John, Thank you for taking the time to clear up several of the issues that you raised while you were here at headquarters, last week. Some of these I do not regard as exceptions, but will I address them in the report. However, I will need more information from you on the two elements about which we spoke, yesterday.

1. GALL requires VT-1 or equivalent and VT-3 or equivalent inspections. I understand your point that the inspection procedures are sufficiently detailed as to how to perform the inspection, but what is there to prevent a blind inspector from performing the inspection? or any inspector from performing the inspection in insufficient light? My concern is not the adequacy of the inspection procedure, which I accept, but with the adequacy of the inspector who performs a VT-1 or equivalent inspection with its lighting, visual, and other requirements. How does PBNP ensure that the Inspector, who is not VT-1 certified, perform an Inspection that is equivalent to VT-1 ?
2. GALL requires that testing be monitored and trended as specified by NFPA codes and standards.

PBNP does so in accordance with the nuclear insurance carrier's fire protection testing requirements, and "generally follows the guidance of NFPA codes and standards". Thus, I know what you are doing, but I do not know what you are not doing, i.e., there would seem to be requirements from NFPA that are not being applied at PBNP. The application stated that you "generally follow the guidance of NFPA"; if you know enough to make that statement, then you know enough to state where the nuclear insurance carrier's fire protection testing requirements agree with those of NFPA, what those requirements are, and also what NFPA requirements are not being "generally followed." Please tell me what NFPA monitoring and trending requirements are being "generally followed" and what NFPA requirements are not.
