In your response, you denied Violations 50-366/03-06-03 and 50-366/03-06-04. You also denied URIs 50-366/03-06-01, 50-366/03-06-02 and 50-366/03-06-06.
You provided several reasons as your basis for disputing the violations. Additionally, you stated that the three URls are associated with plant modification DCR 91-134 which was implemented at Plant hatch in 1993 for both Units 1 and 2. You provided several statements in opposition to URI 50-366/03-06-06 which evaluated the technical adequacy of DCR 91-134.
An additional review of the actions necessary for local-manual operation of Valve 2E1 1-FOl5A was conducted. This review found that there were no requirements for valve operation outside of those included in General Employee Training and System Operator Training. The reviewer concluded that no special procedure or preparations were required to support local-manual operation of Valve 2E1 -FO15A. Non-cited violation 50-366/03-06-03 is withdrawn.
We are reviewing your reasons for disputing the remaining violation and your other statements in opposition to the URIs and will respond soon.
In accordance with 10 CFR 2.790 of the NRC's 'Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publically Available Records (PARS) component of NRC's document system (ADAMS).
