ACCEPTANCE OF FINAL STATUS SURVEY REPORTS FOR THE AUXILIARY BUILDING INTERIOR, FUEL BUILDING INTERIOR, SPENT FUEL POOL IMPACTED AREAS, AND SUPPORT FACILITIES AND SITE GROUNDS, AT THE TROJAN NUCLEAR PLANT
Dear Mr. Quennoz:
On December 3, 2004, December 15, 2004, December 16, 2004, and December 20, 2004, Portland General Electric Company (PGE) submitted Final Status Survey Reports (FSSRs) for Trojan Nuclear Plant (TNP) Auxiliary Building Interior, Fuel Building Interior, Spent Fuel Pool Impacted Areas, and Support Facilities and Site Grounds, respectively. The U.S. Nuclear Regulatory Commission (NRC) staff has completed the review of these FSSRs and concludes that: (1) the final status surveys (FSSs) were conducted in accordance with the License Termination Plan (LTP); (2) the FSSRs contains the information identified in NUREG-1757, Consolidation NMSS Decommissioning Guidance, Section 4.5; and (3) the FSS results demonstrate that the Auxiliary Building Interior, Fuel Building Interior, Spent Fuel Pool Impacted Areas, and Support Facilities and Site Grounds, meet the radiological criteria for unrestricted release identified in the LTP.
The staff was able to expedite the acceptance of these FSSRs based on our review of FSS Release Records for the above referenced areas during the January 24-27, 2005, inspection (ADAMS ACCESSION NO. ML050470503), on the results of Oak Ridge Institute for Science and Education (ORISE) confirmatory surveys conducted in October 2002, June 2004, and September 2004 (ADAMS ACCESSION NOS. ML030380014, ML040630566, and ML042800601), and on the high quality of PGEs FSSRs.
During the January 2005, inspection, the staff reviewed: 26-Class 1, and 12-Class 2, Auxiliary Building Interior FSS release records; 12-Class 1, 10-Class 2, and 3-Class 3, Fuel Building Interior FSS release records; all 15-Class 1 Spent Fuel Pool Impacted Areas FSS release records; and 8-Class 1, 6-Class 2, and 6-Class 3, Support Facilities and Site Grounds FSS release records. All staff comments made during the inspection were satisfactorily resolved.
In addition, results from ORISE confirmatory surveys support PGE conclusions that the areas referenced above meet the regulatory requirements for release for unrestricted use.
