Re: NRC Inspection Report 05000271/2004008 Timeline for RCIC in service fiom alternate shutdown panels

Dear Mr. Lanning:

In the inspection report of December 2,2004 ;your team found that Entergy "did not adequately coordinate between the operations department and the engineering organization regarding procedure revisions that increased the length of time required to place the reactor core isolation cooling system in senice from the alternative shutdown panels." In a letter to the Nuclear Regulatory Commission dated December 8, 2004, Entergy provided summary information to the NFX regarding verifications performed to show that Entergy could meet the timelines required for a safe shutdown for a postulated Appendix R fire. At the Vermont State Nuclear Advisory Panel public meeting of December 16,2004, an NRC representative stated that NRC inspectors would review Entergy's corrective actions for the items found in the inspection.
