MONTICELLO NUCLEAR GENERATING PLANT ELECTRONIC LIBRARY PILOT PROGRAM

Dear Mr. Palmisano:

The U. S. Nuclear Regulatory Commission (NRC) has established a pilot program to collect and update electronic plant information for use in the NRCs Emergency Operations Center. On January 26, 2005, NRC staff talked with Mr. Doug Neve of your staff about using the Monticello Nuclear Generating Plant (MNGP) as the pilot plant for developing this readily-accessible, Electronic Library database. This database will facilitate communication and information transfer during the upcoming emergency preparedness exercise in August 2005. The database will contain documents such as the following:

plant design data simplified plant drawings technical specifications updated safety analysis report operating procedures severe accident management guidelines emergency plans organization charts and contact information As agreed to by Mr. Ronald Baumer of your staff on February 10, two NRC staff members will travel to MNGP on February 22, 2005, to collect up-to-date documents during the next 2 days.

They will also conduct a study to determine the level-of-effort that will be needed to complete our Electronic Library initiative. Any document that is requested will be used for Information Only purposes.

We want to minimize the impact of this data collection effort on your operations. To do this, our staff members need a point of contact in MNGP document control, training, or similar department, a personal computer with network accessibility, a writable compact disc drive, and a scanner. We also recognize that there may be difficulties in copying some of the documents due to software incompatibility. However, these situations will help us determine alternatives and work-around methods to facilitate future retrieval of electronic documents from other facilities.
