TURKEY POINT UNITS 3 AND 4 REVIEW OF STEAM GENERATOR TUBE INSERVICE INSPECTION REPORTS FROM THE FALL 2003 OUTAGES (TAC NOS. MC2991, MC3749 AND MC3750)

Dear Mr. Stall:

By letters dated March 24, 2003 (ML041310225), June 26, 2003 (ML031820625), July 30, 2003 (ML032580517), October 30, 2003 (ML042160552), January 30, 2004 (ML040340484), May 3, 2004 (ML041330113), October 12, 2004 (ML042940297) and November 5, 2004, (ML043220407), Florida Power and Light Company (FPL), the licensee, submitted reports for Turkey Point Units 3 and 4 summarizing the steam generator (SG) tube inspections. These reports were submitted In accordance with the plants Technical Specifications (TSs)

Sections 4.4.5.5.b and 6.9.2. for the SG tube inspections performed during the End of Cycle (EOC) 19 (March 2003) and during the EOC 20 (October 2003) for Turkey Point Nuclear Plant (TP), Units 3 and 4, respectively .

A summary of the Nuclear Regulatory Commission (NRC) staffs evaluation of the EOC 19 refueling outage SG tube inspection results is enclosed. The NRC staff concluded that FPL provided the information required by the TP Units 3 and 4 TSs, and that no additional follow-up is required at this time.

TP Units 3 and 4 each have three Westinghouse Model 44F SGs. The SGs utilize a hydraulic tubesheet expansion method and have 405 stainless steel tube support plates with broached quatrefoil holes. The Unit 3 and 4 SGs began operation in 1982 and 1983, respectively, and each has thermally treated Alloy 600 tubing.

The licensee reported that during the 2003 Unit 3 outage, one tube (R1C86) in SG 3B was plugged due to a restriction located in the U-bend (it would not pass a +PointTM rotating probe).

During the 2001 refueling outage, the licensee reported that a tube (R1C3) was also preventively plugged due to a restriction in the U-bend. In both cases, the +PointTM did pass through the U-bend; however, as a result of tube ovalization due to the bending process during manufacturing, the ovalization prevented the probe from rotating through this region and achieving full coverage. The 2003 outage was the first time R1C86 was inspected with a

+PointTM probe. With the exception of complete coverage in R1C86 and R1C3, the licensee has now inspected 100 percent of Rows 1 and 2 U-bend regions with the +PointTM rotating probe and found no evidence of tube wall degradation. The licensee concluded that the restrictions are not service induced.

The licensee screened all active tubes in Units 3 and 4 with a technique developed by Westinghouse to help Seabrook identify the improperly processed tubes (refer to Nuclear Regulatory Commission Information Notice 2002-21, Supplement 1, dated April 1, 2003). None of the tubes in Units 3 and 4 were found to exhibit the significant voltage offset the Seabrook tubes exhibited; however, a small number of tubes with low voltage offsets were identified, but none exhibited degradation. These tubes are scheduled to be monitored in future inspections.

The licensee is in the process of updating its screening results to ensure it conforms to the latest industry guidance. The licensee plans to factor the results of this update into future inspections.

Enclosure

Based on a review of the information provided, the staff concludes that the licensee provided the information required by the Technical Specifications. In addition, the staff concludes that there are no technical issues that warrant follow-up action at this time since the inspections appear to be consistent with the objective of detecting potential tube degradation and the inspection results appear to be consistent with industry operating experience at similarly designed and operated units.
