PROTECTING OUR NATION
Dear Mr. Crane:
Recently, the U.S. Nuclear Regulatory Commission (NRC) developed and issued a new Strategic Plan for Fiscal Years 2004 - 2009. The new Strategic Plan incorporates a number of revisions in order to address a changing environment. The events of September 11, 2001, brought to this country a new recognition of the importance of physical security and emergency preparedness. We recognize that safety, security, and emergency preparedness are integrated activities, and we have revised the plan to reflect this new reality. The Strategic Plan for 2004 -
2009 will serve as a guide for how we will discharge our responsibilities to the American public.
Security at nuclear power plants under the regulatory oversight of the NRC is a product of the licensee working closely with the NRC and other Federal, State, and local authorities. As you are aware, well before the terrorist attacks on September 11, 2001, the NRC had provided for the protection of these facilities, contributing to the goal of assuring that key parts of our national infrastructure remain intact.
Since the terrorist attacks of September 11, 2001, the NRC has moved aggressively to further enhance safety and security and has comprehensively re-evaluated and strengthened security at nuclear power plants and other facilities as well. Nuclear power plants are likely to be the best protected private sector facilities in the nation.
In September 2004, the NRC issued a booklet entitled: Protecting Our Nation, A Report of the U.S. Nuclear Regulatory Commission. This report outlined the actions the NRC has taken since the terrorist attacks of September 11, 2001, to further enhance safety and security, and to protect our nations facilities against terrorist attacks.
