[I am Dr. Nancy Kymn Harvin, former Organization Development leader at PSEG Nuclear and one of the people who sparked the NRCs investigation of Salem and Hope Creek.]

I consider the decision to allow Hope Creek to restart to be a travesty. But before I speak about that, I want to speak about another travesty.that is the loss of Chris Bakken as PSEG Nuclears President and Chief Nuclear Officer.

This may sound surprising coming from the sites most outspoken whistleblower.

And although Chris and I disagree vehemently about Hope Creeks impending restart, I do believe he is one of the best leaders the nuclear industry has ever seen.

He is a unique, paradoxical and powerful blend of brains, courage, heart, resilience, compassion and confidence.

His caring for people is matched by his caring for the public and the industry he serves.

He was making progress at the site. Fragile at first but progress that could have become industry best. I now fear that progress will be lost.

Chris, we wish you well, we thank you for your service, and appreciate you being a Leader Worth Following.

Now to the NRC.

Disgraceful. Outrageous. Infuriating. Non-conservative. Chilling.

A disservice to the public, to our government, and to our country.

That is how I describe your collective decision, gentlemen, to allow Hope Creek to restart without replacing the B recirculation pump shaft.

JANUARY 12, 2005 DRHARVIN@AOL.COM I believe the NRC has shown its true colorsa fundamental bias towards the utility agenda, not public safety.

In this case, you disregarded views of knowledgeable government officials, technical data left out of PSEGs reports but supplied to you by current and former employees at great risk to their careers, Flowserve vendor recommendations, and information you could have ferreted out yourselvesbut did not.

You ignored numerous editorials and letters from concerned citizens.

You even failed to follow the standard you promised weeks ago: assurance that the pump shaft would last until the next refueling outage in 2006or its replacement demanded.

Your own Chief said tonight, less than an hour ago: It is hard to predict how long the shaft will last.

Frankly, gentlemen, your decision-making is dangerous. You are an impediment to public safety, not its guardian.

You, like PSEG, pencil whipped calculations to say what you wanted them to say.

Probabilities dont mean much franklyjust ask the people who died in the tsunamis and last weeks mudslide. No one expected those occurrences either.

You have not done your job.

But worse than that, you have put the responsibility of protecting the public on the shoulders of the Hope Creek operators. Your decision makes their job harder. Your decision makes their job harder. You have burdened an already burdened group of committed, dedicated nuclear operators. Some of them are here tonight.

They deserve better from you.

And so do we.

Mr. Collins, as the NRC Region 1 Administrator and the person accountable for this decision along with Mr. Lanning, I call for your resignation tonight. And I call for the resignations of Mr. Cobey, Mr. Pindale, Mr. Lorson, Mr. Barber and Mr. Imbro.

You and your team have not put public safety first.

You have become a liability to the industry and to our country.

Just like the B recirculation pump, you are not a risk worth taking.

Should you choose not to resign and should the B recirculation pump shaft fail, we will call upon Senators Carper and Biden to compel your resignations through Congressional and Office of Inspector General investigations.

As Mr. Blough stated, you are accountable for your decisions.

And you will be held accountable for watering down nuclear safety and forsaking the public good.

Thats a promise.
