January 26, 2005 Dr. Rosa L. Yang Director, Fuel Reliability Science and Technology Division Electric Power Research Institute P. O. Box 10412 Palo Alto, CA 94303

Dear Dr. Yang:

The NRCs April 21, 2004 letter, (Ashok Thadani to David Modeen) described our need for high-burnup fuel rods with ZIRLO and M5 cladding. I wont repeat the information in that letter because I believe you are familiar with it. Your shipment of fuel rods from the North Anna plant to Idaho presents the opportunity to ship two extra fuel rods for NRCs work at Argonne in Illinois, and I know this subject has been under discussion with you. By this letter, I would like to confirm that NRC would like to receive one high-burnup fuel rod with ZIRLO cladding and one with M5 cladding for NRCs work. As described in the letter to Mr. Modeen, we would expect that the actual testing would be done at NRCs expense and that EPRI would provide the rods, ready for testing, at EPRIs expense.
