WCAP-I 1596-P-A, (Proprietary), "Qualification of the PHOENIX-P/ANC Nuclear Design System for Pressurized Water Reactor Cores," June 1988 Seabrook Station Licensee Qualification for Performing Safety Analyses, Generic Letter 83-11, Supplement I FPL Energy Seabrook, LLC (FPL Energy Seabrook) is integrating and consolidating Seabrook Station's nuclear fuel activities with that of St. Lucie Units 1 & 2 and Turkey Point Units 3 & 4, currently being done at the Florida Power & Light Company (FPL) Juno Beach, Fla. corporate offices. FPL Juno Beach will now perform reload physics analyses for Seabrook Station that was previously done by Westinghouse Electric Company (Westinghouse).
FPL uses the Nuclear Regulatory Commission (NRC) generically approved Westinghouse PHOENIX-P/ANC Nuclear Design System (APA) methodology (Reference 1) for St. Lucie Units 1 & 2 and Turkey Point Units 3 & 4 nuclear design. The Westinghouse APA methodology for nuclear design is also applicable to Seabrook Station. Furthermore, Seabrook Station Technical Specification (TS) 6.8.1.6.b3 currently references this methodology.
Generic Letter 83-11 (GL), Supplement 1, notified licensees that the NRC had adopted a generic set of guidelines which, if met, would eliminate the need to submit detailed topical reports for NRC review before a licensee could use approved codes and methods. Licensees would notify the NRC by letter that the guidelines have been met and that the documentation is available for NRC audit.
U.S. Nuclear Regulatory Commission SBK-L-04130/Page 2 FPL Energy Seabrook is notifying the NRC in accordance with the requirements of GL 83-1, Supplement 1, that we have implemented the guidelines delineated in GL 83-11, Supplement 1.
Documentation of training, qualification, and appropriate benchmark calculations is available for NRC review.
