DRAFT SAFETY EVALUATION REPORT FOR THE NORTH ANNA EARLY SITE PERMIT APPLICATION MULTIPLE ADDRESSEES

Dear Sir or Madam:

On December 20, 2004, the U.S. Nuclear Regulatory Commission (NRC) staff issued its draft safety evaluation report (DSER) for the application by Dominion Nuclear North Anna, LLC (Dominion) for an early site permit (ESP) for a site designated by Dominion as the North Anna ESP site. We are enclosing a CD-ROM copy of this document for your information.

The DSER provides information to stakeholders regarding the status of completion of the staffs review of safety aspects of Dominions ESP application and the remaining information needed for issuance of the final SER (FSER). Because the DSER contains open items (subjects for which Dominion has been requested to provide additional information), the NRC staff has not made a decision regarding whether to recommend to the Commission that an ESP be issued for the North Anna ESP site. After reviewing Dominions responses to the open items in the DSER, the NRC staff expects to complete the FSER and to issue it in June 2005.

At the time the DSER was issued, the NRC informed Dominion that it would withhold the DSER from public disclosure for 21 calendar days to allow Dominion the opportunity to verify, in consultation with Bechtel Power Corporation and the Virginia Department of Emergency Management, the NRC staffs conclusion that the DSER does not contain proprietary or sensitive information that should be withheld from public release in accordance with NRC regulations. Dominion has not identified any such information in the DSER, so the staff has made the DSER available for public inspection on the NRCs public web site at http://www.nrc.gov/reactors/new-licensing/esp/north-anna.html. In addition, the document is available through the NRCs Public Document Room and the Publicly Available Records (PARS) component of ADAMS, the NRCs document management system. ADAMS is accessible from the NRC web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room). The ADAMS accession number for the DSER is ML043020619.
