Dear Mr. Blough,

I am a Nuclear Control Operator at Hope Creek Generation Station. I believe I have the obligation to inform you of the circumstances from October 16,2004.

I came to read the letter that David Lochbaum sent to you on November 29,2004.

I disagree with statements he made in the letter.

In the letter David Lochbaum states "On Saturday October 16th......... Mike Brothers visited the Hope Creek Control Room........... he encountered something close to mutiny. 'I 9

This statement bothers me, because I was in the control room on that day. I was assigned the reactor operator position. In the control room for that discussion were reactor operators and senior reactor operators and equipment operators.

There was nothing close to a mutiny.

There was an open honest discussion.

It was my impression that Mike Brothers came to the control room to ask our opinions.

As I remember it, he stated the decisions had not been made yet, and there were different options for where the plant was going to go, either startup and run until the outage, stay shutdown or start up and move the outage to January.

There was a frank open discussion about the condition of the plant and readiness to start up.

We thanked him for coming and talking to us. He thanked us for the discussion.

Later in the day, we were informed that the plant was staying shut down and going into the refuel outage, and the discussion we had with Mike Brothers was a factor in that decision.

I have written this letter, because I felt the facts of October 16,2004 should be given to you, from some one who was in the control room on that day.
