REQUEST FOR THE REVIEW OF LICENSING TOPICAL REPORT (LTR)
NEDO-33163, "HIGH BURN UP BWR [BOILING WATER REACTOR] FUEL ROD GAP RELEASE FRACTIONS (TAC NO. MC3869)
Dear Mr. Putnam:
On October 8, 2004, the Boiling Water Reactors Owners Group (BWROG) submitted LTR NEDO-33163, "High Burn Up BWR Fuel Rod Gap Release Fractions," dated October 2004, to the Nuclear Regulatory Commission (NRC) staff for review.
We notified you during a teleconference call on December 16, 2004, that we have completed our review of your application and all of the supporting information in accordance with the topical report program criteria and have concluded that your report is not acceptable for review for the reasons discussed below.
The NRC staff has reviewed the non-loss-of-coolant accident (LOCA) gap fractions and associated methodology for BWRs and deemed it premature to perform an evaluation of your submittal at this time. We informed you during our teleconference call on December 16, 2004, that the NRCs Office of Research is currently investigating the impact of exceeding 6.3 kW/ft with burnups above 54 Gwd/MT for the gap fractions of non-LOCA transients for all BWRs.
The results of this study are estimated to be available during the 3rd quarter of fiscal year 2005, and will provide further guidance to the NRC staff on extending gap fractions above the existing footnote restriction. A review of LTR NEDO-33163 prior to that effort may be counterproductive. Therefore, your request for the review of LTR NEDO-33163, "High Burn Up BWR Fuel Rod Gap Release Fractions" is denied.
