SEABROOK STATION, UNIT NO. 1, REQUEST FOR ADDITIONAL INFORMATION (RAI) RE: LICENSE AMENDMENT REQUEST LAR 03-03 (TAC NO. MC1976)

Dear Mr. Warner:

By letter dated February 4, 2004, FPL Energy Seabrook, LLC submitted a request for changes to the Seabrook Station, Unit No. 1, Technical Specifications (TSs), License Amendment Request 03-03. The proposed changes would correct a non-conservatism in TS Table 3.3-10 in addition to addressing a number of other administrative changes.

The Nuclear Regulatory Commission (NRC) staff is reviewing your submittal and has determined that additional information is required to complete the review. Responses as directed in the enclosure to this letter are necessary in order for the staff to complete its review.

The requested information was discussed with Mr. Michael OKeefe of your staff. The NRC staff requests that you provide responses within 60 days of the date of this letter in order for the NRC to complete its review in a timely manner. If circumstances result in the need to revise the target date, please contact me at (301) 415-1484.

REQUEST FOR ADDITIONAL INFORMATION REGARDING PROPOSED AMENDMENT REQUEST LAR 03-03 SEABROOK STATION, UNIT NO. 1 DOCKET NO. 50-443 By letter dated February 4, 2004, FPL Energy Seabrook, LLC (FPLE) submitted a request for changes to the Seabrook Station, Unit No. 1 (Seabrook), Technical Specifications (TSs),

License Amendment Request (LAR) 03-03. The proposed changes would correct a non-conservatism in TS Table 3.3-10 in addition to addressing a number of other administrative changes. The Nuclear Regulatory Commission staff is reviewing your submittal and has determined that additional information is required to complete the review. Responses to the following are necessary in order for the staff to complete its review:

1. Please provide a description of the valve configuration and flow path involved in both automatic and manual switchover from the injection phase to the recirculation phase. If available, please provide drawings to further clarify this operation.
2. Identify the valves, with their numbers, that are manually repositioned to align the charging/safety injection pumps in series with the residual heat removal pumps to complete the switchover from the injection phase to the recirculation phase.
3. The staff is also reviewing your October 22, 2004, submittal (LAR 04-08), which requests among other things, the revision of the TS 3.3.3.6 allowed outage times, shutdown requirements, and action entry provisions for each instrument function in TS Table 3.3-10. As the requested issue date for LAR 04-08 is before that of LAR 03-03, please address any changes to Table 3.3-10 created by LAR 04-08 that also impacts LAR 03-03.
