Rick Ennis - Vermont Yankee Commnitmnents.wpd Page l Rick Ennis - Vermont Yankee Commitments.wpd Page 1 II Commitments for ISI of Flaws Left inservice and Repairs of VYNPS Steam Dryer The licensee has proposed to perform inspections of all flaws left inservice on a cycle by cycle basis until it is demonstrated that there is no further crack growth and the flaws have stabilized.
The inservice inspection must include atleast one cycles at full EPU conditions to ensure cracks have been stabilized at EPU conditions. The licensee has indicated that they will confirm that the flaw growth observed at the end of each refueling outage will not result in the limiting flaw exceed Ah at the end of the next refueling outage. In addition, if it is determined that the flaw growth projected at the end of the next refueling outage results in a flaw that exceed eKth, the licensee must provide a revised analysis that considers flaw growth resulting for fatigue.
The licensee has committed to inspect at the next two refueling outages repair locations in the steam dryer that coincide with high stress locations. The licensee has also indicated that they might change the frequency of inspection based on the results from the next two outages. The licensee has committed to provide the staff with its analysis, if the licensee changes the frequency of inspection from a cycle by cycle inspection frequency.
