Massachusetts 01054 November 18, 2004 Entergy Nuclear Operations P.O. Box 0500 185 Old Ferry Road Brattleboro, VT 05302-0500052-To the Management Staff and Director of Operations of Vermont Yankee Nuclear Plant, The Citizens of Leverett, Massachusetts, in a Town Meeting, voted overwhelmingly to contact you, the Nuclear Regulatory Commission, the Vermont Public Service Board, and others objecting to Entergy's placing of profit before the safety of our communities. As a community within the 20 riile radius surrounding the Vernon, Vermont plant, we demand that an independent, more in-depth (4 month) engineering assessment be conducted similar to that conducted by Maine Yankee before arny increase in capacity is considered. We already understand that the Nuclear Regulatory Commission believes the plant capable of withstanding an "uprate", however, we isk that Entergy hire an independent assessment team in addition to a federal government agency such as the MRC';
We also demand the following acknowledgements, safety, information, and compensatory information:
I. written notification of receipt of this letter from the Director of Operations;
- 2. an informational meeting with the U.S. Nuclear Regulatory Commission in the community
- 3. -a 'staotment outlining Entergy's intent concerning the "uprate" of the Vermont Yankee Nuclear plant;
- 4. detailed plans outlining your strategy for insuring the safety of our citizens and their properties should an ab6ident or m-eltd6vwn;ccur at Verm'ont Yankee both during normal operations and subsequent to an "upraie", s~hould that'ttat-'e' plc; 'I e
- 5. emergency plans for the town 'f L&verett, Massachusetts, which would catch the southeast plume (We have seen the 1 0-mile radius plan, so there is no need to send us that document.)
- 6. Entergy's plainf6r6o'mp'hsatfion' should there be loss of life, illness, or loss ofproperty use due to an accident inVolving radiation release at 'the'Vermont Yankee Nuclear Plant.-
Tharn )7ou for your attention to these matters.
