SUMMARY
OF TELEPHONE CONFERENCE CALL HELD ON SEPTEMBER 23, 2004, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND THE EXELON GENERATION COMPANY REGARDING RECOMMENDATIONS FROM THE ADVISORY COMMITTEE ON REACTOR SAFEGUARDS On September 23, 2004, the U.S. Nuclear Regulatory Commission staff (the staff) and representatives from the Exelon Generation Company (Exelon) held a telephone conference call to discuss the recommendations provided by the Advisory Committee on Reactor Safeguards (ACRS) in their September 16, 2004, letter to Chairman Diaz.
In the ACRSs letter, the Committee noted that Exelon had not provided appropriate justification for the exclusion of the steam dryers from being in the scope of license renewal. The steam dryers are not safety-related, but structural failure can cause pieces to pass through safety-related components, and could cause them to fail to operate properly. The Committee recommends that the steam dryers be in the scope of license renewal for Dresden and Quad Cities according to 10 CFR 54.4(a)(2). The staff agrees with this recommendation. Exelon has committed to put the steam dryers in the scope of license renewal. The aging effect to be managed is cracking and it will be managed by an aging management program (AMP). The AMP will be the BWRVIP Steam Dryer Inspection and Evaluation Guideline that has been reviewed and approved by the staff. If the BWRVIP Steam Dryer Inspection and Evaluation Guideline is not approved by the staff prior to December 22, 2007, which is two years before the first Dresden unit enters the period of extended operation, then a plant-specific AMP will be submitted to the NRC for review and approval by that date.
The Committee also recommended that the staff and Exelon should evaluate extended power uprate (EPU) operating experience, including aging management programs before entering the period of extended operation. Exelon has agreed to perform an evaluation of operating experience at EPU levels prior to the period of extended operation to ensure that operating experience at EPU levels is properly addressed by the AMPs. The evaluation will include the Dresden and Quad Cities units and other plants operating at EPU levels. Exelon will submit this evaluation to the staff for their review and approval by December 22, 2007, for Dresden Units 2 and 3, and by December 14, 2010, for Quad Cities Units 1 and 2.
Exelon will submit these two new commitments in a formal response letter and these commitments will be incorporated into the Safety Evaluation Report for Dresden and Quad Cities upon review and approval of the staff.
