DEFERRING COMPLETION OF THE SIX-MONTH ON-SITE RESPONSIBLE NUCLEAR POWER PLANT EXPERIENCE
Dear Mr. Stall:
This is in response to your letter (L-2004-141) dated July 14, 2004, requesting deferral of completion of the six months on-site responsible nuclear power plant experience until after the licensing examination is passed for the applicants in the upcoming SRO license class for St.
Lucie. Your waiver request as discussed per telcon during the week of July 26, 2004, with Lisa Edwards has been denied.
As described in ACAD 00-003, Guidelines for Initial Training and Qualification of Licensed Operators, and in Reg Guide 1.8, Qualification and Training of Personnel for Nuclear Power Plants, the onsite experience requirements are to be met prior to being eligible for licensing training. Furthermore, NUREG 1021, ES-202, section D notes that experience and training are separate aspects of license eligibility. As stated in NUREG-1262 (in response to question No.
113), a person should meet the experience guidelines before entering the license training program.
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS). ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).
Absent any scheduling conflicts or special circumstances requiring training to begin before the onsite experience is completed, we will not approve this request.
