ACCEPTANCE OF FINAL STATUS SURVEY REPORTS FOR THE EMBEDDED PIPING AND PLANT SYSTEMS AT THE TROJAN NUCLEAR PLANT
Dear Mr. Quennoz:
On November 10 and November 22, 2004, Portland General Electric Company (PGE) submitted Final Status Survey Reports (FSSRs) for Trojan Nuclear Plant (TNP) Embedded Piping and Remaining Plant Secondary Systems, respectively. The U.S. Nuclear Regulatory Commission (NRC) staff has completed the review of these FSSRs and concludes that: (1) the final status surveys (FSSs) were conducted in accordance with the License Termination Plan (LTP); (2) the FSSRs contain the information identified in NUREG-1757, Consolidation NMSS Decommissioning Guidance, Section 4.5; and (3) the FSS results demonstrate that the embedded piping and remaining plant secondary systems meet the radiological criteria for unrestricted release identified in the LTP.
The staff was able to expedite the acceptance of these FSSRs based on our review of FSS Release Records for the Embedded Piping and Remaining Plant Secondary Systems during the September 26-30, 2004, inspection (ADAMS ACCESSION NO ML043010649), on the results of Oak Ridge Institute for Science and Education (ORISE) confirmatory surveys conducted in April 2003, December 2003, June 2004, and September 2004 (ADAMS ACCESSION NOS. ML031611050, ML040630566, and ML042800601), and on the high quality of PGEs FSSRs.
Acceptance of the Embedded Piping FSSR, is supported by the staffs review of FSS release records for all 33 Class 1 survey units of the Auxiliary and Fuel Building and all nine Turbine Building Embedded Piping survey units during the September 2004, inspection. All comments made during the inspection were satisfactorily resolved in FSSR. In addition, results from ORISE confirmatory surveys performed on 11 Embedded Piping survey units support PGE conclusions that the embedded pipping meets the regulatory requirements for release for unrestricted use.
Acceptance of the FSSR for Remaining Plant Secondary Systems is supported by the staffs review of FSS release records for all 10 survey units. In addition, results from ORISE confirmatory surveys performed on accessible portions of three survey units, including the Main Turbine, all 3 hoods (A, B, C), the Main Condenser B (hotwell), and both Moisture Separators in the Miscellaneous Systems, support the PGE conclusions that the survey units meet the regulatory requirements for unrestricted use.
