Dear Mr. Shadis:

Your e-mail to me dated November 12, 2004, asked several questions about the Dresden Nuclear Power Station. You indicated that you read news accounts of turbine or generator shaft cracking at the plant, but found no information about it on the NRC public Web site. In addition, you wanted to know what components were damaged, the cause of the damage, if our Region III office is conducting any special inspection related to the event, and a point of contact at the regional office for the event.

Both Dresden units have experienced higher than normal turbine-generator vibrations during the past several months. Exelon decided to shut down Dresden Unit 2 and inspect the generator shaft after it discovered a crack on the Unit 3 generator shaft during the current refueling outage inspection. A crack also was found on the Unit 2 generator shaft. Exelon is performing a root cause evaluation for the crack. Once the evaluation is complete and the information is available to us, we will make it publicly available in ADAMS, except for any proprietary or otherwise protected information. While we are aware that public access to ADAMS is temporarily suspended, we are hopeful that access to ADAMS will be restored shortly. A public meeting, currently noticed on the NRC Web site, is scheduled for December 2, 2004 at the Dresden site which includes the generator shaft as a discussion item.

The finding of a crack in the generator shaft did not meet any of NRC reporting criteria, and therefore was not posted on the agency's daily events reports public Web page. NRC resident inspectors at Dresden and HQ staff are following the issue and the licensee's corrective actions. The issue may or may not be addressed in an inspection report depending on the results of our review and if we identify a performance deficiency.

You are listed on the NRC website as Project Manager for Dresden II & III Nuclear Power Stations. We read with interest news accounts of turbine or generator shaft cracking at the Dresden plants, but can find nothing on the NRC website about the situation. Could you please find time to tell us what components are damaged; what the cause may be, and how NRC is handling the issue? Is the damage seen as uprate related? Also, is Region III conducting any special inspection activities regarding these events? Can you suggest a particular individual Region with whom I should also be communicating on this issue? Any information that you can give us at this point would be most appreciated.
