COLUMBIA GENERATING STATION, DOCKET NO. 50-397 DELETION OF RADIOLOGICAL ENVIRONMENTAL MONITORING PROGRAM SAMPLE STATION FROM THE COLUMBIA GENERATING STATION OFFSITE DOSE CALCULATION MANUAL

Dear Sir or Madam:

Pursuant to NUREG 1302' Appendix A, Energy Northwest hereby notifies NRC of the changes discussed below to the Columbia Generating Station (CGS) Offsite'Dose Calculation Manual (ODCM) Radiological Environmental Monitoring Program (REMP).

Appendix A (Radiological Assessment Branch Technical Position) of NUREG 1302 (Offsite Dose Calculation Guidance: Standard Radiological Effluent Controls for Boiling Water Reactors) states,'Any location from which milk can no longer be obtained may be dropped from the surveillance program after notifying the NRC in writing that they are no longer obtainable at that location."

The CGS ODCM currently lists a REMP milk sample location (Station 64) at 9.9 miles from the plant in the east-southeast sector. The 2003 Annual Radiological Environmental Operating Report stated that, "...access to Station 64 was limited by the dairy owner and sampling was terminated;"

DELETION OF RADIOLOGICAL ENVIRONMENTAL MONITORING PROGRAM SAMPLE STATION FROM THE COLUMBIA GENERATING STATION OFFSITE DOSE CALCULATION MANUAL Page 2 Energy Northwest is hereby deleting the aforementioned milk sample location from the REMP as described in the CGS ODCM. Milk samples are still being collected at Station 36 (7 miles from the plant in the east-southeast sector) and Station 9B (33 miles from the plant in the west-southwest sector).
