Dear Sir or Madam:

In Reference 1, the NRC published a draft environmental assessment for the Entergy Operations, Inc. (Entergy) proposed Extended Power Uprate (EPU) at Waterford Steam Electric Station, Unit 3 (Waterford 3) for comment. The following comment is submitted.

The Sanitary Waste Discharge section on Page 60674 of Reference 1 implies that all sanitary wastes at Waterford 3 discharge to an onsite sewage treatment plant. Information submitted to the NRC in the EPU application (Reference 2) regarding sanitary wastes was as follows:

'Sanitary wastes at the Waterford 3 facility are discharged at two different locations.

Sanitary wastes from the training center are collected and discharged from an onsite sewage treatment plant that is regulated through LPDES Permit LA0007374 (Reference 5-4). Sanitary wastes from all other site facilities are collected in one of seven sewage lift stations located around the plant site and then ultimately transferred to the St. Charles Parish Killona sewage treatment facility. Since there will be no increase in the Waterford 3 staffing levels as a result of the power uprate, there will be no increase in sanitary waste."

While sanitary wastes at Waterford 3 are discharged from two different locations, the draft environmental assessment does accurately reflect that no increase in sanitary wastes is expected as a result of the proposed EPU.
