Initial License Operator Examination Dates This letter is to inform you that Fermi 2 has set the dates for its next two (2) Initial Licensed Operator training classes.

In a phone conversation between Mr. Kirk Snyder, Fermi 2 Operations Training Supervisor, and Dell McNeil, we requested that the NRC conduct an Initial License Examination on the following dates:

Examination preparation week:

February 24,2003 Examination administration weeks:

March 17 & March 24,2003 Current plans are to have six (6) reactor operator candidates, four (4) upgrade senior reactor operator candidates, and two (2) instant senior reactor operator candidates participate in the exam.

In addition to the March 2003 examination dates, we request that the NRC schedule an additional Initial Licensed Operator Examination on the following dates:

Attached is a completed NRC Form 536 for the Fermi 2 station. This form is being submitted in response to NRC Regulatory Issue Summary 2002-09 Preparation and Scheduling of Operator Licensing Examinations.

PreDaration and Scheduling of Operator Licensing Examinations A change of examination dates is being requested for CY 2004. Due to outage scheduling, we are requesting that our CY 2004 alternate dates become our primary dates, and the primary dates become the alternate. This would move our examination date to a period two (2) weeks sooner than previously requested. Your consideration in this matter would be appreciated.

Dear Mr. OConnor:

In a letter dated July 10, 2002, (NRC-02-0059) your staff requested we schedule an initial license operator examination in AugustSeptember 2004. In a subsequent telephone conversation on June 17, 2003, between Mr. D. McNeil of my staff and Mr. A. Mann, Fermi Operations Training Supervisor, the requested examination was tentatively scheduled to occur during the weeks of September 13 and September 20, 2004. On-site validation of the examination will occur at the station approximately 3 weeks before the examination administration. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date.

As stated in your letter, your staff will develop the examination. Your letter indicated that you are training approximately 12 candidates for the examination. Please inform us if the number of candidates declines below 10 as this will impact the examination schedule. Finally, Mr. Mann confirmed that the week of November 17, 2003, scheduled for the biennial requalification program inspection (IP 71 11 1.1 1 B), was still within the anticipated requalification examination administration cycle. Please inform us at your earliest opportunity if you discover you need to change the scheduled dates for either of the examinations.

A supplementary letter will be sent to the training department approximately 120 days prior to the initial examination informing them of the chief examiners name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination dates, and reconfirm the number of candidates you have in the training program. If you have any questions concerning this information, please contact Mr. M. Bielby of my staff at 630-829-9762.

In a telephone conversation on April 13, 2004, between Mr. Steve Bollinger and Mr. H.

Peterson, arrangements were made for the administration of licensing examinations at the Fermi 2 Nuclear Power Station the weeks of September 13 and September 20, 2004. In addition, the NRC will make an examination validation visit to your facility the week of August 23,2004.

As agreed during the telephone conversation, your staff will prepare the examinations based on the guidelines in Draft Revision 9 of NUREG-1021, Operator Licensing Examination Standards for Power Reactors. The NRC regional office will discuss with your staff any changes that might be necessary before the examinations are administered.

To meet the above schedule, it will be necessary for your staff to furnish the examination outlines by May 17, 2004. The written examinations, operating tests, and the supporting reference materials identified in Attachment 2 of ES-201 will be due by August 2, 2004.

Pursuant to 10 CFR 55.40(b)(3), an authorized representative of the facility licensee shall approve the outlines, examinations, and tests before they are submitted to the NRC for review and approval. All materials shall be complete and ready to use. Any delay in receiving the required examination and reference materials, or the submittal of inadequate or incomplete materials, may cause the examinations to be rescheduled.

In order to conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in accordance with ES-402, and to make the simulation facility available on the dates noted above. In accordance with ES-302, your staff should retain the original simulator performance data (e.g., system pressures, temperatures, and levels) generated during the dynamic operating tests until the examination results are final.

Appendix E of NUREG-1021 contains a number of NRC policies and guidelines that will be in effect while the written examinations and operating tests are being administered.

Signed applications certifying that all training has been completed should be submitted at least 14 days before the first examination date.

Administration of Licensing Examinations The attached Examination Outline is provided per Reference in support of the licensing examinations at the Fermi 2 Nuclear Power Plant the week of September 13 and September 20,2004.

The Examination Outline was prepared using the sampling process described in ES-40 1 Attachment 1 of Draft Revision 9 of NUREG-102 1.

Additionally, find attached Form ES-201-1, Examination Outline Quality Assurance Checklist, with the facility portion completed.

To maintain examination security and integrity, the examination outlines shall be withheld from public disclosure until after the examinations are complete.
