Dear Richard,
Thank you for your summary letter of September 24, 2004 regarding the Millstone Power Station Units 2 and 3 License Renewal.
As a follow-up, I ask for some further explanation of the meaning and import of the last sentence of your letter. Waterford certainly works with Dominion Nuclear Connecticut, Inc. and the Connecticut Department of Environmental Protection on emergency preparedness. However, the lead state agency for the Town of Waterford on this is the State Office of Emergency Management which in turn works in coordination with the Federal Emergency Management Agency. I understand the Department of Environmental Protection works with the Nuclear Regulatory Commission on radiation monitoring and reporting. However, again, emergency preparedness is in a broad spectrum of responsibility.
In sum, I want to better understand your last sentence and thus we can decide if the issue needs further definition.
