ASSESSMENT FOLLOWUP LETTER - FORT CALHOUN STATION
Dear Mr. Ridenoure,
On November 5, 2004, the NRC staff completed a quarterly plant performance review of the Fort Calhoun Station. The assessment evaluated the performance indicators (PIs) and inspection results compiled during the previous 12 months. The purpose of this letter is to inform you of your safety performance during this period and our plans for a future inspection at your facility.
Our review identified that you have crossed the threshold from Green to White for the Emergency AC Power Unavailability performance indicator. The unavailability was associated with Diesel Generator 2 being inoperable for approximately 28 days due to a failed fuse.
As a result, we have assessed Fort Calhoun Station performance to be in the Regulatory Response column of the NRCs Action Matrix. Therefore, we plan to conduct a supplemental inspection in accordance with NRC Inspection Procedure 95001, Inspection for One or Two White Inputs in a Strategic Performance Area, to review the actions taken in response to this White performance indicator. The purpose of this supplemental inspection will be to provide assurance that the root and contributing causes for the White performance indicator are understood, the extent of condition and extent of cause are identified, and the corrective actions are sufficient to address the root and contributing causes and prevent their recurrence. The schedule for this inspection will be communicated to you in separate correspondence.
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter, its enclosure, and your response will be made available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS).
