OF TELEPHONE CONFERENCE CALL HELD ON OCTOBER 13, 2004, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND INDIANA MICHIGAN POWER COMPANY, PERTAINING TO THE DONALD C. COOK NUCLEAR PLANT, UNITS 1 AND 2, LICENSE RENEWAL APPLICATION The U.S. Nuclear Regulatory Commission staff (the NRC or the staff) and representatives of Indiana Michigan Power Company (I&M) held a telephone conference call on October 13, 2004, to discuss and clarify a request for additional information (RAI) concerning the Donald C. Cook Nuclear Plant, Units 1 and 2, license renewal application (LRA). The conference call was useful in clarifying the intent of the staffs RAI. provides a listing of the telephone conference call participants. Enclosure 2 contains the item discussed with the applicant, including a brief description on the status of the item.

The applicant has had an opportunity to comment on this summary.

Enclosure 2 REQUEST FOR ADDITIONAL INFORMATION DONALD C. COOK NUCLEAR PLANT, UNITS 1 AND 2 LICENSE RENEWAL APPLICATION OCTOBER 13, 2004 The U.S. Nuclear Regulatory Commission staff (the staff) and representatives of Indiana Michigan Power Company (I&M) held a telephone conference call on October 13, 2004, to discuss and clarify a request for additional information concerning the Donald C. Cook Nuclear Plant, Units 1 and 2 (CNP), license renewal application (LRA). The following RAI was discussed during the telephone conference call.

1. RAI 3.1-8 For flaws in the reactor pressure vessel (RPV) and control rod drive mechanism components listed in LRA Table 3.1.2-1 which have been detected and evaluated to date in accordance with ASME Code Section XI requirements, please propose a plan to monitor and evaluate these flaws during the period of extended operation because disposition of these detected flaws to date was based on a period of 40 years of operation. This plan should include monitoring and evaluating detected underclad flaws exceeding 0.3 inch in depth, the maximum initial flaw depth that was evaluated in WCAP-15338, A Review of Cracking Associated with Weld Deposited Cladding in Operating PWR Plants.

Additional Information Requested Response to this RAI concludes, inservice inspection records indicated no defects that required analytical evaluation of flaws to the end of the service life of the component. This could mean any of the following, please clarify.

1.

Inservice inspection records indicated no defects.

2.

Inservice inspection records indicated defects, but none required analytical evaluations per Section XI of the ASME Code.

3.

Inservice inspection records indicated defects, and continued operations were approved by the NRC based on analytical evaluations per Section XI of the ASME Code. If this is the case, how many years of operation does the analytical evaluations assume?

Status The applicant provided a draft of the supplemental response for the staffs review (see attachment).

The staff further clarified its request. The applicant indicated that the request is clear. The applicant will submit a revised supplemental response.
