November 17, 2004 Dr. John Bernard, Director of Reactor Operations Nuclear Reactor Laboratory Massachusetts Institute of Technology 138 Albany Street Cambridge, MA 02139

Dear Dr. Bernard:

In response to your letter to Kevin Witt, dated November 2, 2004, regarding the written examination given at your facility on September 7, 2004, we have reviewed the grading of Question C.11.

Based on the additional information that you provided, we agree with your assessment that answers (a) and (b) are correct. Therefore, by our acceptance of these answers for question C.11, it has been determined that two additional candidates have passed the examination and will be issued a reactor operator license. This regrading of question C.11 will not affect the licensing decision for other candidates.

In addition, this letter forwards to you personal privacy information associated with the two candidates affected by the regrading. Enclosed you will find their revised individual grades, their revised NRC Operator Licensing Form 301N, and a copy of their license.
