PUBLIC MEETING ON OCTOBER 18, 2004, TO DISCUSS PERFORMANCE OF THE POINT BEACH NUCLEAR PLANT

Dear Mr. Koehl:

This letter refers to the public meeting conducted on October 18, 2004, in Two Creeks, Wisconsin. The purpose of the meeting was to discuss, in detail, your progress in meeting the commitments made by the Nuclear Management Company (NMC), as documented in the Confirmatory Action Letter (CAL), dated April 21, 2004.

At the meeting, NMC officials stated that progress had been made on meeting the CAL commitments but that challenges exist. Your staff stated that 101 of the 143 CAL Action Plan items were complete and that Point Beachs culture is changing as evidenced by more engagement of the ACEMAN and other human performance tools, the length of time without a Station Clock Reset, displays of stronger questioning attitudes, and examples of increased staff ownership of issues. Your staff provided a detailed overview of results, progress, and challenges within your nine focus areas, which are:

Human Performance Corrective Action Program Emergency Preparedness Oversight and Assessment Engineering Organizational Effectiveness Configuration Management Management Effectiveness Equipment Reliability Training Organizational Effectiveness Mr. Reynolds of the NRC concluded the meeting with an acknowledgment of the information provided by you, Mr. Doug Cooper, and other NMC officials. Mr. Reynolds provided a summary of the themes and messages he heard during the meeting and thanked you for your openness and candor throughout the course of the discussions.

D. Koehl A listing of principal NMC and NRC meeting attendees and a copy of the handout provided by NMC at the meeting are enclosed as Enclosures 1 and 2, respectively, to this letter.
