I have just found out that NRC now recognizes that oxidation has a greater impact on RIAs than burnup:

Your staff should review the following:

http://www.inel.gov/relap5/rius/yellowsone/leyse.pdf This is the set of slides that I presented at the 2003 RELAP5 International Users Seminar, West Yellowstone, Montana, August 27-29, 2003. In the final slide I state, "Fouling has a greater impact than burnup.m This set of slides is far more pertinent to RIAs than the EPRI report that is still under review at NRC.

If your staff really evaluate the impact of the fouling that is documented in the forwarded note, they will find that even the impact of oxidation is trivial in comparison with the fouling.

I live a few hundred miles downwind from the Columbia Generating Station, a huge BWR that is also subject to severe fouling. A few hundred miles might be far enough to avoid severe fallout unless nature hits us with an unusual weather pattern. However, FEMA has no resources to manage the thousands of evacuees that wIll head this way.

The above is copied from a slide that AREVA, FRAMATOM ANP, INC. presented at the 2004 International ANS Meeting on LWR Fuel Performance, September 20, 2004. The slide is easily found via Google. The text of the slide is as follows:

The Conference included several other presentations that described intense fouling of LWR fuel.

You will be hearing from me in light of these partially detailed recent public disclosures and the NRC's inaccurate responses to my PRMs-50-73,50-73A, and 50-78. Furthermore, the NRC has not published its evaluation of my PRM-50-76.
