October 20, 2004 Telephone Conversation Regarding CCNPP Revised Security Plans; Design Basis Threat Order EA-03-086 The Nuclear Regulatory Commission (NRC) issued an Order dated April 29, 2003, requiring compliance with the Revised Design Basis Threat (Order EA-03-086) for Calvert Cliffs Nuclear Power Plant (CCNPP), Units I and 2.
By letter dated April 29, 2004 (Reference a), CCNPP submitted its Supplemental Response to Order EA-03-086. Our Supplemental Response (Reference a) included, as Attachment A, revisions to the CCNPP Physical Security Plan, Safeguards Contingency Plan, and the Training and Qualification Plan as required by Order EA-03-086.
Subsequent to the submittal of our Supplemental Response, we received several Requests for Additional Information (RAls) from the NRC. We responded to those RAls within the time frames specified. To facilitate your review of our revised plans, we submitted an amendment to our Supplemental Response (Reference b), incorporating all RAls received up to that time. Subsequent to the submittal of our Amended Supplemental Response, we received additional RAls. We responded to those RAls within the time frames specified via References (c), (d), and (e).
The CD-Rom enclosed with Reference (e) contained our revised plans with all RAls received up to that time incorporated therein.
In a subsequent telephone conversation on October 20, 2004, we received an additional RAI from Mr. Dennis Gordon of your staff. As a result of that telephone conversation, Sections 3, 3.1, and 4 of our Training and Qualification Plan have been changed.
Therefore, we have attached revised pages B4 and B-10 of our Training and Qualification Plan. Please remove the old pages B4 and B-10 from the Training and Qualification Plan previously submitted in the Enclosure to Reference (e) and replace them with new pages B-4 and B-10 provided in Attachment (1) to this cover letter. All other information, provided in our previous responses (References a, b, c, d, and e) remains unchanged.
This cover letter is not subject to protective requirements. The attachment is subject to safeguards information protection according to 10 CFR 73.21. Upon separation from the attachment, this Aft cover letter is to be considered DECONTROLLED.
