WORKSHOP WITH THE NUCLEAR ENERGY INSTITUTE AND OTHER INDUSTRY STAKEHOLDERS ON THE REVISED PHYSICAL PROTECTION SIGNIFICANCE DETERMINATION PROCESS The U.S. Nuclear Regulatory Commission (NRC) is conducting a workshop to solicit industry stakeholder comments regarding the NRC staffs newly revised Physical Protection Significance Determination Process (PPSDP). The workshop will be held on Thursday, November 18, 2004, from 10:30 a.m. to 4:00 p.m.,
at the Region II Office located at Sam Nunn Atlanta Federal Center, 23 T85, 61 Forsyth Street, SW, Atlanta, GA 30303-8931.
The revised PPSDP provides an objective means of evaluating inspection findings related to the security and common defense of nuclear power facilities. The revised PPSDP consists of two separate processes. The first addresses baseline and special inspection findings resulting from activities routinely performed under the region-based reactor inspection program. The other addresses force-on-force (FOF) exercise findings related to power reactors.
The NRC staff is currently implementing the revised PPSDP during a six month pilot period scheduled July 2004-December 2004. During this period, all new findings will continue to be assessed through the current PPSDP, but will also be reviewed using the revised PPSDP to determine differing results or inconsistencies in the processes. In addition, the Office of Nuclear Security and Incident Response (NSIR) was requested by the Commission to work with the industry to understand any concerns or suggested improvements in the revised PPSDP.
Industry comments are anticipated to be assessed and incorporated to support full implementation of the PPSDP by March 2005.
The workshop will feature a detailed presentation by members of the NSIR staff regarding the revised PPSDP, a question and answer session and a summary session. During the presentation session, NSIR representatives will also discuss recent lessons learned, obtained during the transition period and future milestones regarding the development and implementation of the PPSDP. This will be followed by a question and answer session where attendees will have the opportunity to ask questions about the process, exercise the PPSDP utilizing real and hypothetical inspection findings, and assess the PPSDP for consistency and effectiveness in characterizing the significance of a security finding. The NRC staff will provide a brief summary of the issues discussed during the workshop. A preliminary agenda is attached.
