The purpose of this letter is to transmit the Updated Cooper Nuclear Station (CNS) Safeguards Plan, Guard Training and Qualification Plan, and Contingency Plan (Plan), Revision 0.

In order to standardize our approach with the industry approach, Nebraska Public Power District's (NPPD) response dated April 29, 2004, to Order 03-086 was based on Nuclear Energy Institute 03-12, "Template for the Security Plan, Training and Qualification Plan, Safeguards Contingency Plan." This version of the Plan incorporates changes to the Plan as requested in Referenced teleconferences.

NOTE: The Enclosure to this letter contains "Safeguards Information." Upon separation from this letter, this letter becomes "DECONTROLLED."
