SUPPLEMENTAL REVISION TO THE FINAL PROPOSED PHYSICAL SECURITY PLANS, REVISION 0 The purpose of this letter is to provide a supplemental revision to the Final Proposed Physical Security Plan, Revision 0, dated September 10, 2004, that also includes the Training and Qualification Plan and the Safeguards Contingency Plan.

This supplemental PSP addresses a NRC request for BFN to include NEI and NRC agreed upon final language to the NEI PSP template.

This request is based on a telephone communication on September 20, 2004, and two written requests, dated August 23, 2004 and September 21, 2004.

This response contains Safeguards Information as defined in 10 CFR 73.21.

TVA, therefore, requests that the Enclosure be withheld from public disclosure.

There are no Regulatory commitments identified in this submittal.
