FirstEnergy Nuclear Operating Company 76 South Main Street Akron, Ohio 44308 Gary R. Leidich President and Chief Nuclear Officer 330-384-5770 Fax: 330-384-5669 September 29,2004 PY-CEUOlE-0620L Mr. James L. Caldwell Regional Administrator United States Regulatory Commission Region I11 2443 Warrenville Road, Suite 210 Lisle, IL 60532-4352 Mr. Samuel J. Collins Regional Administrator United States Regulatory Commission Region I 475 Allendale Road King of Prussia, PA 19406-1415 Perry Nuclear Power Plant Docket No. 50-440 Davis-Besse Nuclear Power Station Docket No. 50-346 Beaver Valley Power Station, Unit No. 1 and No. 2 BV-1 Docket No. 50-334, License No. DPR-66 BV-2 Docket No. 50-412, License No. NPF-73 Gentlemen :

This letter confirms our conversations requesting a public meeting to review FirstEnergy Nuclear Operating Companys (FENOC) overall performance. While the recent classification of the Perry Nuclear Power Plant into the Multiplemegraded Cornerstone certainly provides a near-term catalyst for further discussion, our industry benchmarking also finds that periodic public meetings (perhaps annually) between the US. Nuclear Regulatory Commission and the licensee at the fleet level are productive.

Our staffs (through Region III) are working on dates and logistics for the meeting. I would offer the proposed topics be covered as we begin to formulate the agenda:

Brief presentation of the overall FENOC fleet strategy, approach and plan Summary of 2004 progress, fleet-wide and each plant, including the Nuclear Oversight perspective

Plans going forward 2005-07, fleet-wide and each plant, including the Nuclear Oversight perspective 0

Challenges we face and what we are doing to overcome them 0

Open discussiodQuestion &Answer The above approach is merely a starting point and we welcome your input on topics you would like to be sure we cover in the meeting. The Akron office will continue to remain your point of contact on this particular session.

We look forward to a productive meeting.

Sincerely, GRL: twb 2
