NORTH ANNA POWER STATION UNITS 1 AND 2 SURRY POWER STATION UNITS 1 AND 2 MILLSTONE POWER STATION UNITS 2 AND 3 INSPECTION OF ALLOY 82/182/600 MATERIALS USED IN THE FABRICATION OF PRESSURIZER PENETRATIONS AND STEAM SPACE PIPING CONNECTIONS AT PRESSURIZED WATER REACTORS SUPPLEMENT TO SIXTY DAY RESPONSE TO NRC BULLETIN 2004-01 In a letter dated May 28, 2004 the NRC issued NRC Bulletin 2004-01, Inspection of Alloy 82/182/600 Materials Used in the Fabrication of Pressurizer Penetrations and Steam Space Piping Connections at Pressurized-Water Reactors [PWRs].
The bulletin requested information related to the materials from which pressurizer penetrations and steam space piping connections were fabricated.
It also requested information related to the inspections that have been and will be performed to ensure degradation of Alloy 82/182/600 materials used in the fabrication of pressurizer penetrations and steam space piping connections will be identified, adequately characterized and repaired. In a letter dated July 27, 2004 (Serial No.04-331) Dominion and DNC provided the requested response for Millstone Power Station Units 2 and 3, North Anna Power Station Units 1 and 2, and for Surry Power Station Units 1 and 2.
In a letter dated September 3, 2004, the NRC requested additional information regarding the July 27, 2004 submittal for North Anna Power Station Units 1 and 2. Of specific concern was the intention to ensure...that an appropriate dialogue would be established with the NRC staff in the event that circumferential primary water stress corrosion cracking (PWSCC) is identified at any locations under the scope of NRC Bulletin 2004-01.
Serial No.04-555 Response to Request for Additional Information Page 2 of 4 In response to the NRCs request, Dominion/DNC makes the following commitment for Millstone Power Station Units 2 and 3 and North Anna Power Station Units 1 and 2:
If circumferential primary water stress corrosion cracking is observed in either the pressure boundary or non-pressure boundary portions of any locations covered under the scope of NRC Bulletin 2004-01, Dominion/DNC will develop plans to perform an extent-of-condition evaluation and discuss those plans with the NRC staff prior to restarting the affected unit.
As previously stated in Dominions July 27, 2004 submittal, Surry Unit 1 and Unit 2 pressurizers consist of stainless steel clad carbon steel vessels with stainless steel penetrations and stainless steel nozzle welds and have no Alloy 82/182/600 components or welds. Accordingly, there are no welds covered under the scope of NRC Bulletin 2004-01 at Surry Power Station.
