Nuclear Regulatory Commission Document Control Desk ATTN: Director, Nuclear Security Office of Nuclear Security and Incident Response Washington, DC 20555-0001 Palisades Nuclear Plant Docket 50-255 License No. DPR-20 Palisades Nuclear Plant Security Plan Revised Paaes On August 30, 2004, Nuclear Management Company, LLC (NMC) submitted a revised Security Plan for the Palisades Nuclear Plant (PNP) in response to the Nuclear Regulatory Commission (NRC) Order Requiring Compliance with Revised Design Basis Threat (Order EA-03-086, dated April 29, 2003). The submitted Security Plan incorporated revisions to address NRC Requests for Additional Information (RAI).
Subsequent to that submittal, it was determined, through discussions with members of your Staff, and as a result of new guidance from the Nuclear Energy Institute, that additional changes are needed. The enclosed pages contain those changes. Please replace the previously submitted pages of the PNP Security Plan with the enclosed, revised pages.
The most recent NRC Request for Information notes that an update to Section 10.4.2 of the PNP Security Plan had not been provided in previous submittals. The PNP NOTE: THE ENCLOSURE TO THIS LETTER CONTAINS "SAFEGUARDS INFORMATION" AND MUST BE PROTECTED ACCORDINGLY. UPON SEPARATION OF THE ATTACHMENTS, THIS LETTER IS "DECONTROLLED."

Document Control Desk Page 2 response to that RAI item was provided to the NRC in a submittal dated August 13, 2004. The information was included in an electronic file titled "Enclosure 10_PNP Appendix E.pdf." The response to the RAI item is on page 6 of 17 of that file. We have confirmed with your Staff that the file was located.
Summary of Commitments This letter contains no new commitments and no revisions to existing commitments.
