Box 19001 Green Bay, WI 54307-9001 Re: Federal Registrar 5.13.04 Pg. 26624-26625 As one of only two nuclear plants operating in Wisconsin, the Point Beach facility plays an important role in the energy infrastructure of the state. As a power company, we have a clear understanding of the significance that this facility has to all types of energy consumers - business, industry and residential. We believe that they will be best served by re-licensing the Point Beach Nuclear Power Plant.

Renewal of the Point Bedch'plant license is important to Consolidated Water Power Company whose primary load is serving Stora Enso North America's six operating paper mills whose facilities employ a number of individuals requiring power here in central Wisconsin.

The customers we serve, primarily the paper industry, depend upon a reliable source of energy well into the future. Thus, the re-licensure for 20 years beyond 2010 and 2013, when the licenses for each reactor expire, is important. Our industry and the people served by it - employees and the communities we operate in - can only survive with this source of energy.

There is likely to be some controversy surrounding this re-licensure. We believe, however, that these obstacles can be addressed by the plant's manager, Nuclear Management Co.; and its owner, WE- Energies.

This approval will make a difference in the long term. The Point Beach facility is a reliable, low-cost generator of electricity. There are few alternatives. It will be far more costly not to re-license the facility than any type of replacement alternative. We respectfully ask that the Nuclear Regulatory Commission proceed with this license renewal.
