Pursuant to the requirements of 10 CFR 73.21(g)(3), STP Nuclear Operating Company (STPNOC) requested, and was granted NRC approval, by the referenced letter dated June 16, 2004, to process and transmit Safeguards Information (SGI) using PGP Software (Enterprise, Corporate, or Personal) Desktop Version 8.0 or the latest validated version, developed with PGP SDK 3.0.3. National Institute of Standards and Technology Certificate 394 validates compliance of this SDK with FIPS 140-2 requirements.
At this time STPNOC is requesting immediate approval to also use PGP Software (Enterprise, Corporate, or Personal) Desktop Version 8.1 which was also developed with PGP SDK 3.0.3.
It is our understanding that upon NRC approval we can immediately commence using Version 8.1, as it was developed with PGP SDK 3.0.3; and the thirty-day waiting period specified in our original approval letter is not required.
We mistakenly used PGP Version 8.1 to transmit two files on September 1, 2004 without NRC authorization to use Version 8.1. Electronic transmission of SGI using PGP software has been suspended until NRC approval of PGP Version 8.1 is obtained. This was documented and is being addressed in the STP corrective action program.
