In accordance with the provisions of 10 CFR 50.71 and Regulatory Issue Summary (RIS) 2001-05, Southern Nuclear Operating Company (SNC) hereby submits, electronically via CD-ROM, updated Final Safety Analysis Reports (FSARs)
(Revision 22) for Plant Hatch Unit I and Unit 2. The enclosed Revision 22 reflects plant changes through March 2004, thereby satisfying the requirements of 10 CFR 50.71.
RIS 2001-05 allows the electronic submittal of documents to the NRC and waives the requirement for the submittal of multiple copies. Therefore, the updated FSARs (Revision 22) are submitted, in their entirety, on CD-ROM in Portable Document Format (PDF). SNC requests that the Revision 21 CD-ROM be destroyed or marked superseded.
In the updated FSARs, engineering drawings are referenced in the text by their drawing identification numbers, in lieu of inclusion as figures. These engineering drawings are considered incorporated by reference into the FSARs, as defined in NEI 98-03, Revision I, and are listed in Unit 2 FSAR table 1.1-1. The current versions of all engineering drawings listed in Unit 2 FSAR table 1.1-1 are provided on the FSARs (Revision 22) CD-ROM.
The enclosed updated FSARs (Revision 22) primarily consist of changes to the FSARs in support of plant design changes allowed pursuant to 10 CFR 50.59 without prior NRC approval, and other changes to improve the accuracy, completeness, and quality of the FSARs. A substantial number of FSAR changes are incorporated in this FSAR update in support of the revised Technical Specifications (TS) resulting from approval and implementation of Thermal Power Optimization (TPO) and Reactor Operating Pressure Increase (ROPI) (NRC SERs for Unit I Amendments 238, 241 and Unit 2 Amendments 180, 184).
