Reporter Qs relating to DB Fire Protection issues

Jan, relating to DB questions from reporter from Plain Dealer:

01: Grobe letter to Lodge and Gunter mentioned issues raised during an inspection regarding the licensee's procedures for anticipated fires. Reporter wanted to know what inspection raised those Issues.

The inspection was performed In2003. The Inspection results were documented in report entitled:

ODAVIS-BESSE NUCLEAR POWER STATION NRC SPECIAL INSPECTION - SYSTEM HEALTH ASSURANCE FOLLOWUP - REPORT NO. 0500346/2003003(DRS)'. Page 22 of the report begins the discussions regarding safe shutdown in event of fire.

Note, however, that the subject issue itself was not documented since the licensee's approach to achieve safe shutdown had been previously approved by the NRC. Inspectors, however, wanted to be sure there were no safety issues present based on their review of the licensee's procedures. Therefore, inspectors internally raised this issue for discussion via the Task Interface Agreement (TIA) process. The issues were resolved via the TIA process, and not a via dedicated followup inspection. The agency did not conduct any other dedicated pre-restart inspections relating to operator manual actions. However, as part of the normal baseline inspection program, resident inspectors performed inspections in the area of fire protection system readiness. These Inspections continued throughout the shutdown period and continue today on a periodic basis.

Q2. Is there a fire/protection/manual operator actions document collection?

03. Who would be a knowledgeable person to talk with re policy Involving manual actions?

NRR Section Chief for Fire Protection issues is Sunil Weerakkody; although you may wish to begin with the Project Manager, Jon Hopkins. I recommend starting out with Jon to get a good feel for the type of information needed as he would be able to lineup the right person.
