Assessment Follow-up Letter - Calvert Cliffs Nuclear Generating Station, Unit 2

Dear Mr. Vanderheyden:

On August 4, 2004, the NRC staff provided you with the results of the mid-cycle plant performance assessment of the Calvert Cliffs Nuclear Generating Station. The process included a review of performance indicators (PIs) for the most recent quarter and the inspection results over the previous twelve months. This letter identified that plant performance for the most recent quarter was within the Licensee Response Column of the NRCs Action Matrix, based on all inspection findings being classified as having very low safety significance (Green) and all PIs indicating performance at a level requiring no additional NRC oversight (Green).

However, the significance determination of a Unit 2 finding regarding a relay failure that caused the steam dump valves to fail open following a reactor trip on January 23, 2004, was still under review at the time of our mid-cycle assessment. On September 7, 2004, the NRC staff provided you a letter with the final results of our Significance Determination Process for this finding. Our letter indicates that the issue affecting the Mitigating Systems cornerstone had a low to moderate safety significance (White).

As a result of the final significance determination of this finding, Calvert Cliffs, Unit 2 has crossed the threshold from Licensee Response to the Regulatory Response column of the NRCs Action Matrix. Therefore, we plan to conduct supplemental inspection 95001. This inspection procedure is conducted to provide assurance that the root causes and contributing causes of the risk significant performance issues are understood, the extent of condition is identified, and the corrective actions are sufficient to prevent recurrence.

Please inform Mr. James Trapp, Chief, Projects Branch 1, at (610) 337-5186 within 14 days of receipt of this letter of your schedule for completing your evaluation of the issues that led to this White finding. Based on this information, we will schedule our supplemental inspection at a mutually agreed upon time.

In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
